His administration start working with the Heritage Foundation to accomplish this when he first got eleceted. Today I witnnessed an elderly black gentlemen "yelling" at two younger black guys he worked with. He said " I told you Bush was the best guy, he was a leader, but did you listen????" LOL.
Bush is making inroads with anyone who cares about the future and is willing to listen.
