Same reason as the Supreme Court...it's not that they're NOT PERMITTED to react...it's just bad form.
I suppose I can understand that, pretense of neutrality and all that.
Lol, I'd still be slightly peeved though, if that were me and I had a front row seat but had to sit as still as a statue throughout the entire speech.
