I do not believe that those people are actually counted in the 12%. A European I know explained that that in France, Germany and others the true unemployment rate would be 20% but for the government "make-work" programs taking them off the officially "unemployed" statistics.
That's only the average. It's in the 20s in some places, especially in the East.
