Plus the fact the open border has been going way before his administration and it is going to take time to fix it. Nothing happens over night.
What I don't understand is that if Bush's plan is not implemented, there will be absolutely nothing done.
Is that what the carpers prefer, nothing? At least it's a step in the right direction.
