WASHINGTON-Britain and the United States have agreed on a withdrawal plan that would see the first troops leaving Iraq as early as 2005, according to British press reports and diplomatic sources.
The sources said London and Washington have approved a plan that would replace military troops with civilian advisors to the Iraqi military, police and security forces. The sources said these advisors would train and mentor Iraqi forces in such operations as counter-insurgency and border security, Middle East Newsline reported.

Think what this means. Do you realize how much easier it will be to charge them for the garrison if the people we have on site are not in uniform?
By reporting this now, the Dems can start screaming that the President is dragging his feet on plans to evacuate, that such plans were secretive and kept from the people for political games.
Meanwhile, The Washington Times is reporting "No withdrawal timetable for Iraq".

Don't forget Kerry will claim this is part of "his plan" that Bush is implementing.
So I guess his big plan is doing what we've been doing all along. Good plan!
