Guest workers do not pay income taxes.

That's something that can be changed in any guest worker reform.

Why would an illegal want to become a "legal" guest worker and pay income taxes, when he could remain illegal and not pay income taxes?

Being legal also means you get minimum wage and employment rights. It comes down to the motivation and ability of our LEOs to enforce the law. I don't see it as possible for 10-plus million illegals. It would be for a couple of hundred thousand.

I have no idea if Dubya's plan will succeed but it can't be worse than present circumstances.
