There was no Khmer Rouge in 1968. They formed after that. Without looking it up, I believe it was in 1971.

It had other names but it dates back strongly to the mid-sixties on. He may not have delivered weapons to the Rouge as it is, but he could have delivered weapons to the organization that became what we had in the mid 1970's. Point is, Kerry possibly delivered weapons to someone at that time. Let's face it, the most abundant weapons used by the gooks in Nam were American. And it was the wishes of the North that Pol Pot cantain his little war until after the Americans were driven out. The Americans profited by Pol Pot's antics as it destabalized the area and made it more dificult for the NVA to move about.
