Yeah..I can tell be all the Legislation they've passed. They talk a good game and do NOTHING.

Dubya could spend a lot of time and energy passing legislation that would be overturned by the SCOTUS but that would be stupid. Dubya passed a PBA ban, stopped federal funding for abortions, eased restrictions on adoption, and helped struggling families with taxcut for children and married people. That was what could be done with a small majority in the Senate.
Dubya wasn't satisfied with that. He bucked the trend in 2002 by campaigning and wining seats in the Senate. In 2004 Dubya did just enough to win re-election and focused his energies on electing more Senators. A vain man might have tried for a huge electoral victory but Dubya knows his legacy will be the judges that will bring the end of abortion.
