Joe Kennedy enlisted the help of none other than Chicago's Mayor Daly to institute what was called: "Four-Legged Voting" (one could see four legs under the drawn curtains in the voting booths). A polling center assistants would "help" voters in their selections.

LOL - you may find this of interest but this is COMMON practice in Hawaii today! When a friend of mine raised an objection a STAFF ATTORNEY in the Elections office at the capital (Honoulu) told her that "We don't do things the way they do in the rest of the U.S."
