In Iceland, he certainly was way beyond "policy", unless that is a paradox or oxymoron... I'm not saying Carter should be cozying up to enemies of the US, only that its not that simple sometimes.
If it turns out he was getting paid for it, that sheds a whole new light on his behavior.
