If some Yankee from Chicago moves to Atlanta for their job, but says Chicago in response to the question, "Where are you from?" pulls for the Cubs and Bears, insists on telling us how they did it in Chicago, and denigrates Georgians as all "ignorant hicks." That guy is not a Georgian whether he owns property, pays Georgia taxes, and votes in Georgia. He remains a Chicagoan. Where you are from is as much a state of mind as it is a physical residence. If you moved to Virginia and began thinking of yourself as a Virginian, began to have more loyalty to Virginia than your former state, then you would be a Virginian. Not just by changing your residence.
