I don't know when Gorelick came on the scene - but I was thinking it was after Clinton's re-election - in order to protect the donations mess. I thought she wrote her famous "wall" memo in 1997.
The Gorelick memo dates to 1995 -- sometime after Yousef was arrested, but before TW #800.
