Here's a clue. They made their case to the people, and the people found it compelling. Then we got a chance to listen to your tripe, Mr. Hersh, and we thought, "yuck!"

I had thought Hersch saw himself as overcoming the bureaucracy. His comment is telling, suggesting his information from whatever faction in the govt. is weak.
