San Francisco Supervisor Chris Daly -- who escaped censure less than two months ago for conduct some of his colleagues considered verbally abusive -- lost his temper again Tuesday, causing board President Aaron Peskin to recess the supervisors' meeting and reviving talk of a code of conduct for board members.
The latest incident followed a legislative defeat for Daly when the board voted 7-4 to reject a $100,000 aid package for tsunami victims -- a vote that prompted the District 6 supervisor to engage one of his colleagues in an increasingly profane exchange of insults.
Daly said later that he had gone into the meeting with the understanding that five of his colleagues would approve the measure if he knocked $900,000 off his original motion, which asked for $1 million.
Daly said that one of the dissenting voters, Supervisor Jake McGoldrick, had told him to his face before the meeting that he would give his support -- and then switched his vote.
After the vote, as the board continued to the next item on the agenda, Daly began arguing with McGoldrick, who was sitting two seats away.
The conversation was so distracting that Peskin banged his gavel to get the pair's attention. Soon after, McGoldrick got up, told Daly he should wash his mouth out with soap and left the room to stand in the hallway that connects the chamber to the clerk's office.
Daly called McGoldrick an idiot and followed him a short time later. He stood at the entrance to the hallway, trading insults and profanities with McGoldrick.
