Nobody with an IQ greater than a turnip's entrusts a sensitive operation to someone as messed up as Oswald was.
Oswald, a Marine who was trained as a Russian interpreter, had a Top Secret/Crypto clearance. In the depths of the cold war, he somehow got a visa to go to Russia. The boy was CIA up the ass and no one can convince me otherwise.
I don't know what the clinical evaluation "messed up" means, but Oswald was not an amateur and his behavior in the day of the assination and follwoing was not the behavior of someone who was "messed up."
My own opinion is that we will never know the who, what and why of this tragedy.

had a Top Secret/Crypto clearance.
He had a TS clearance because U-2s flew out of NAF Atsugi from time to time, not because he was some secret agent.
