Barnier is showing backbone, and it's freakin' me out! Actually, the French showed backbone during the run-up to the Iraq liberation. The French gov't was only concerned about the deals they'd been doing in violation of existing UN sanctions and the covert deals they'd sealed contingent on the lifting of those sanctions -- something France was trying to get done.
This latest shows that France doesn't want another big player, it wants to be on top, calling the shots.
