Yep. Instead of having babies in a passenger's arms, you have to strap them into a car seat. And there's some crazy minimum age at which they can be free in the car...age five or six. Maybe a height/weight thing. It's absurd. This may be just a Texas law.

I looked it up. I think about half the states have these laws. There is a movement to cut federal highway funds for states that don't toe the line. I wonder if the people who make SUVs and child car seats have a lobby in Washington?
