There's over three hundred million people in Latin America.

The majority of them are illiterate cannon fodder easily controlled by the Marxists who run the show in most of the place.

Wrong analogy. The folks in the Mouse That Roared were harmelss, looking to lose a war with us so that they could get foreign aid from the generous Americans (we always give aid to the countries we beat in wars, don't you know?). Unfortunately for them they somehow managed to win their war with us. Not a likely outcome with old Hugo, nor is he harmless in any way shape or form. He would kill and eat the people of the Duchy of Grand Fenwick, starting with the Duchess.

The image that comes to mind for me from literature is from C S Forester's Horatio Hornblower books, specifically the character of El Supremo from Beat to Quarters. The mad dictator, sending his peasent army off to die by the thousands, while crucifying any who dare questions any of his insane ravings. Sounds like Hugo to me.

Of course, instead of Captain Horatio Hornblower in the Lydia, we'll have Capt. James Symonds and CVN76, the USS Ronald Reagan and it's battle group. Don't think Hugo's Migs will fare too well in that little fracas.
