Around here we have something called an Aerostat. I don't know how it works and it looks like a blimp connected by guy-wires. I know almost all the people who work there but they can't talk.

They are just big balloons, with the radar inside the balloon envelope. They are indeed tethered to the ground. Information can be fed into NORAD regional control centers. The upper photo is from near Marfa Texas, the other from Cudjoe Key Florida.

Aerostats are tethered balloons that have air search radars installed on them. They fly them thousands of feet in the air so they have pretty good coverage. I don't know how wide spread they are, but they are a lot cheaper to operate than airplanes.

Part of that War on Drugs that so many people around here are against.
