So when it's explained exactly HOW democracy will prevent terroists from popping up.... then I might buy into the process a little more.

Good question! I can only say that Bush already indicated that there is no way to eliminate terrorist acts completely, and was vilified for doing so. I think his idea is that democratic societies minimize the number of terrorists while rogue states multiply them. The OKC bombing was an aberration, but jihadis have been killing Americans for forty years. Its not likely that France would attack the US, even with their obvious disdain for America, but its highly likely that North Korea might with its seething hatred of the US. In the end, all we can do is play the percentages and hope for the best.
Assuming you are referring to Okla. City bombing, IMO that is an example of ME terrorist enabled from within by the BWC terror enabler....history should tell us eventually.
Democracy does not mean we can't have terrorism, but democracyies are much more conducive to their demise than tyrannical regimes.

No one has said that. What has been said, is that democratic countries do not attack and wage war against other democratic countries. I can't think of a time when it has ever happened.
