Before his election he served as an aide to several public officials, including the state Comptroller, the Manhattan Borough President, a New York City Council member and a state Assemblymember. Among his several current committee assignments, Senator Parker is the ranking Democrat on the Energy and Telecommunication Committee where he has already drawn attention to himself simply by doing his job.
Early in the session the Committee held a hearing to confirm the Governors candidate for chairman of the powerful Public Service Commission (in New York, unlike other states, it was not the Legislature that deregulated the electric power industry, but the commission, an executive agency). At the hearing, held in a small room not intended to accommodate public involvement, Senator Parker questioned the candidate, William Flynn, prolonging the hearing to 40 minutes. Incredibly, some considered this inappropriate behavior. Parker received a reprimand from Sen. Owen Johnson, the committee chair. This, however, prompted an article in the New York Times as part of its series on Albanys dysfunction. As a member of the Senate's Democratic minority, it is too much to hope that Parkers defiance of the Capitols anti-democratic rituals will change the way the Legislature does business, but we hope that he continues to speak his mind and open up the debate."
