Probably because Byrd delivers more pork than all the hog farming states combined. If the Republicans in the Senate could pull their own snouts out of the trough long enough to shut the spigot, Byrd might be forced to portray Confederate officers in the movies full time ("Gods and Generals").

That's because he is the biggest pusher in the state. A pusher of welfare, that is.
It is sad for me to go home and see how many of my fellow statesmen are now on welfare instead of gutting it out and making a living like they used to when I was a child.
