Unless you have a lot of shielding, I would think building a dirty bomb would be rather easy to detect by authorities looking for it.

I'm glad someone posted. I heard this on WRKO (in Boston); so I came on here to see if there was anything.

And at what point does the FBI think it would be a positive thing to make the situation known to the public, and why?

The bad guys are really into "surprise," so now that this is out, they won't do it.
Not in Boston, anyway. Heads up in other cities, though.

What if the culprit isn't from the middle east? There are plenty domestic and other international terrorists that are capable off doing something like this.

We need to keep our eyes on the ball! The DC area is where the terrorist will get the most out of an attack. This could be disinformation to divert detection devices to the Boston area. I am confident we have a very capable defense posture.

Sooner or later the USA will definitely pay a price for the government's refusal to protect our leaky borders from al Queda agents who come and go with apparant ease.
It is however not without irony that the hotbeds of anti-American appeasement are the prime targets of the IslamoFascists: NY, Boston, Washington, LA....
