This is what we should care about. However I debate the effects of a dirty bomb as presented. It's a bit overstated to say the least.
The other reason I'm not overly worried about them is that if they can deliver this kind of bomb, they probably can deliver a real nuke which would be 100 times worse. Lets face it there are people that don't like us out there. The ChiComs would be happy to lend a nuke to some radical organization which would deliver it via ship.

OTOH, looking at 1 cancer in 100 for the dirty bomb vs. the natural cancer rate is not that big of a deal.
