Charles R. Kesler is a senior fellow of The Claremont Institute and Editor of the Claremont Review of Books. He received his Ph.D. in Government from Harvard University and is currently Associate Director of the Henry Salvatori Center at Claremont McKenna College. He is editor of Saving the Revolution: The Federalist Papers and the Founding (Free Press, 1987), and co- editor, with William F. Buckley, Jr., of Keeping the Tablets: Readings in American Conservatism. Dr. Kesler contributes regularly to the opinion pages of the Wall Street Journal and the Los Angeles Times. Dr. Kesler serves as Director of the Claremont Institute's Publius Fellows Program.

the Soviet Union lay down and bared it's throat...and while there was looting and sacking, the "evil" capitalist state didn't rip their throat out...thereby proving our benevolent attitude.

When the game changes, the rules change too...Clinton, despite his personal intelligence, didn't understand the fact that this world will never be utopia...it will always engage a struggle of good against evil, and we aren't the evil ones. Great good requires great evil to oppose it.

This is one thing Bush understands, and so brings in people who understand it also. Rice fully understands Russia, and its offspring. She is best suited to lead our policy on the face, if not in the cubicles and offices of our foreign policy bureaucracy.
