The GSA may do it, but it's not something that the Clinton administration would be expected to do. They just do their political appointees.
And my point was that Clinton didn't even have background checks on all his appointees, which has never happened before as far as I know, and so why would he insist on any kind of accountability and even resume check for civil service?

That is a separate subject and certainly does not mean that Bush is not having the FBI vet his appointees. Whether he took the advice of the FBI or whether they gave him good information remains to be seen.
My point, for lurkers, is that Clinton did not permit the FBI to vet his appointees and many civil servants did not undergo even cursory background, resume checks. Most of Clinton's appointees refused to take drug tests as well.
THAT, I can assure you, is not happening in the Bush White House.
