What the code you provided says is "The registration and circulation records of a library are confidential information. Except pursuant to a court order, no person shall publish or make any information contained in such records available to the public." The police where not asking for the registration and circulation records of the perp. They only wanted his identity. They were not checking out what books he took out in the past, which I believe is the purpose of that act. I look forward to your response.
