"ABU GRAIB" was a TOTAL BREAKDOWN of LOCAL MILITARY DISCIPLINE---NOT a "Symptom of a 'Systemic Failure!'"

ABU GRAIB was an ABBERRATION---NOT a "Bellweather of" the Behavior of ANY AMERICAN TROOPS!!
