Is it not against the law for a US citizen to meet with foreign leaders and represent the US without specific permission from the president?

It has never stopped him before.

Umm, technically, he is more than a citizen, he is an elected representative and can go on "fact finding" junkets to friendly countries.
And you pay for them.

Now, just what the heck he thinks he is going to achieve, other than stroking his own ego, I do not know.

I don't think that's against the law. My brother, while stationed recently in England met Tony Blair. My Brother was visiting a British Air Base that Blair happened to visit at the same time.
