I am a theologian (Yes..Th.D.)...and that passage is speaking of 1) War and 2) Capital punishment. God gives the government the authority to punish the evil-doer..whether that evil-doer is a country or a person.Thank you for the lesson, I was trying to find on my own for future reference.
