Not only that, there should be qualifiers, ex: must report to work in Senate more than 30% of time, must attend CIA country-breifings, etc.
Kerry has been absent from DC for so long that he has no clue what State Dept needs. We might as well send Sean Penn on a "fact-finding" mission instead.
ditto.. that is what I meant to say. They should be required to be in attendance - vote - and be accountable before spending taxpayer's money to visit heads of state. All these expensive jaunts/fact finding trips that accomplish nothing. How many staffers did Kerry have that we had to pay for.
