I think it's entirely possible that Berger wasn't just taking documents OUT of the room but putting documents in. Documents that will innoculate Clinton from criticism that he didn't do anything to prevent a 9/11 style attack.
This Agape article mentions that Berger was caught on video surveillance. I know that now the Archive people deny they have such surveillance. But that flies in the face of common sense.

Authorities are probably also checking out Berger's cell phone calls during the times he was in the Archives.
Remember, he kept throwing out Archives monitors saying he had to make personal calls.
Who was he calling?
And was he using a picture phone? Maybe snapping and sending pictures of documents to someone?
Why would the Archive people deny it if there was in fact surveillance video to buttress their story? There are probably cameras on the entrance/exit doors and the like, but there was a special room set up for those there to review documents for their 9/11 Commission testimony and all other reporting says the employees did observe Berger taking documents, but Byron York nailed down there (sadly!) was no camera in that special room.

There is no reason for the Archives to hide the existance of tapes as they are not withholding eyewitness testimony and set up the sting in the first place. I think in this case we must ascribe the Agape report to minor error, with York digging a little deeper to nail it down.
