Great questions. I would venture to say Berger was goaded by some of each......bedeviled by some more than others.....but mostly to coverup his and Clinton's incompetent and corrupt-ridden tracks.

Do we know whether Berger was the only one of the Clinton administration that was permitted to look at those documents? If so, he had to be the point man.

And am I remembering a meeting he had with Clinton before he went into the archives, back in the summer of 2003?
