GWB won W.Va. by 13 percentage points in 2004, compared to 5 points in 2000. I certainly hope he doesn't forget the "modest means" base, but I don't agree with any thesis that says tax cuts benefit only the rich.
OF course not: they only benefit those who PAY taxes.
Which of course means that nearly have the country is unaffected by them.
