One of our illustrious Freepers, PJ-Comix, did a cartoon strip in 1998 where Lt. Columbo visits Bill Clinton in the Oval Office and -- (Just one more, thing, Mr. President . . ) -- it ended with this very topic. In the fictional encounter, Slick explains that the video was "missing."
The cartoon version seems to have disappeared from the Web. However, PJ posted the script on FreeRepublic a couple of years ago.
It's always bothered me that the Republicans, who stood to benefit the most by exposing wrondoings in the Clinton administration, never took the bull by the horns and conducted a full-blown inquiry into exactly what happened to Foster. Instead, they dismissed anyone who had doubts on the suicide as conspiracy theorists. Reed Irvine was many things, but one of them was not a conspiracy theorist. (But it probably makes me a conspiracy theorist for wondering why the Republicans didn't take an active interest in getting the truth out of the White House, on this and other matters. That's OK. I'm used to it.)
