Of course he does! He`s a `Rat and `Rats can do anything they want, even treason. Look at Ted Kenendy declaring to the world last year that the "Iraq invasion is a farce". And what happens? You can't say Kerry won't seize "a moment of opportunity" when it presents itself.
BTW, did he take Jimmy Carter along? He's particularly enthusiastic, which is not to say adept, in making deals with foreign "leaders".
