I beg to differ.
From the dictionary......
4.A native, inhabitant, or denizen of a particular place: “We have learned to be citizens of the world, members of the human community” (Franklin D. Roosevelt).

What you and others are insisting but can't seem to articulate is US Citizen. Gonzales didn't say that.

Just as an atheist can model good Christian behavior, he does not have to be a Christian to do so. Likewise, a person does not have to technically be a citizen...as in US citizen to model good citizenship.

Yes, US citizen was implied. Gonazles is seeking to be Attorney Generel of the US, not of the world. If citizen of the world is what he was referring to, then let him pursue a job at the UN. Besides, citizen of the world is a loose term with no real meaning.

You chose #4, leaving out the other 3 definitions... and the synonyms. dictionary.com

Synonyms: citizen, national, subject
These nouns denote a person owing allegiance to a nation or state and entitled to its protection: an American citizen; a British national; a French subject.

**Odd, you chose FDR's One World Odor definition of citizen.
