The dirty little secret of enviro regs is the best available current technology ploy. We could do better than now, if the regs didn't push you to the edge of the technology. Parts per thousand is cheaper than parts per million which is cheaper than part per billion. Require new plants to improve things, not to set the state of the art. Then conditions will improve. You wouldn't learn to run marathons by starting at 26 miles. You work your way up to it.

It made me sick to find out that there were so many plants shut down due to enviro regs during the energy crisis. It was a setup by the boneheads in government to score big bucks for local utilities.

It was interesting how a few of those plants shut down coincidently at the same time. It is also interesting how great pressure and persuasion was leveraged by the Clinton administration to set up the market to buy power. They all remain faceless today, but somebody made tons of money.
