The pictures of the tiny narrow Rio Grande --- the guy crawling through it --- water only up to his elbow. Page 2 is interesting --- it's a picture and explanation how the Mexican government has many of it's government offices set up to further assist them after they arrive here --- and will help them avoid consequences of any crimes they commit. The message is clearly --- if you get in trouble for breaking USA laws --- call us immediately --- we can intervene and get you off the hook.
