Morning Hour Debate: During the first session of the 109th Congress, agreed that on the legislative days of Monday and Tuesday before May 16, 2005, the House shall convene 90 minutes earlier than otherwise established for the purpose of morning-hour debate. Agreed that on the legislative day of Tuesday after May 16, 2005, the House shall convene for morning-hour debate one hour earlier than the time otherwise established.
