I believe we already have similar laws. Idle land can be claimed by people who live on it after a length of time.

Actually IMO we have things that are pretty close to that right here. Consider the tax policies that impose inheritance taxes, property taxes that have no link to services actually used, needed or demanded by the property owner and a host of other costs of simply owning land irrespective of what use it is put to.
