I have no idea, we just done what the CC told us to do. I guess I thought that's the way everyone had to vote absentee. ..:)
It's interesting to read about the differnt procedures from different states. Clearly some are more stringent than others and while I believe in "states rights" it seems some form of national consistency wouldn't be a bad thing
