I think there are two separate discussions going on right now. One is the rule change, which is not the nuclear option. The rule change requires the vote of the Senate. The other is the nuclear option, which is to wait for the filibuster, then call for a procedural ruling from the Senate parlimentarian that the filibuster is out of order for "advise and consent" votes, and then to order the end of the debate and the floor vote. This is from memory, but I think those were the options.
