Everyone in Congress knew a Amnesty/Guest Worker program would not fly in an election year, so no 'Bill' was introduced, except Cornyn's and Tancredo's.
The lack of support for their bills has more to do with who they are then the lack of support for a Amnesty/Guest Worker program.
