Consider that 1/3 of these people eventually did get their ballots counted. That's over 9,000 people that would have been disenfranchised, but were not because of provisional ballots. Government agencies DO make mistakes.

Ok. It just seems like it was started with an eye toward creating areas for challenge. It seems like it opens the door for far more problems than it solves.
