I suspect some of these cosr "overruns" are what has been paying for the exotic secret stuff.
The plain fact is that it takes big bucks to play "Buck Rogers." Having worked on several satellite programs I can tell you that working at the edge of the state of the art (and at the edge of physics state of current knowledge) is not cheap. Neither is being suprised by an enemy attack.
