When I'm visiting someone else's country, I don't know my rights, if any. As a visitor to their country, they don't have to let me in at all.
When I return, I know my rights AND my responsibilities - those agents derive their authority from ME, through my representatives.
If I and my fellow Citizens are not treated to the respect and simple courtesy we demand - you would definitely hear me "whining".
