And nothing which expressly forbids it, either, just to point out the obvious.

Actually there is something that expressly forbids it.

It's called Article 3, Section 8.

The FedGov has only those power expressly delegated to it. All other powers are reserved to the States, or to the People.

Giving taxpayer money to foreign governments is not a delegated power.
