I prefer to use the more conservative and indisputable set of figures.Hence using the 2002-2003 tables.That way they cannot shoot down the facts with" the totals given have not yet taken effect","these are just projections",etc,etc.
Another problem is the effective date of the pay hikes, in some departments it is January, some April,some July, and others September.
I would rather be cautious and factual than give the subject a semantic squirm out.
