Botulism would be a stretch, but cholera, dysentery, typhoid fever, the plague, massive staph, tetanus, strep and E. coli infections along with every horrific illness known to man would seem to be at high risk here.
Also "elite" loss of life, that is if you are referring to wealthier Western vacationers, is far less than the poor.
That is, some of the NGO "aid organizations" are so entrenched in that elite life style that to them the identification of the bodies of fellow members of the elite cultures is more important than the health of the local community there at the scene.
For the sake of "closure" amoung the elites they are willimg to risk the health of the servant class -- the local communities that provided the workers for the tourist, vacationer and sex trades there.
